333mhz memory but reads at 266mhz?
i think i need to swap it to match the speed, but anyways, what does this mean?:

Speed supported
PC2700 MB/sec (messages at PC2100)

is it just the bios or it says 2100 but it actually runs at 2700?

i can't tell now cuz that computer is running a stick of 2100 and a stick of 2700 so it'll run at the lower speed.

The BIOS knows that that particular memory stick can go faster but it can't because you have mismatched memory. The system memory speed will always match whatever the slowest installed memory speed is. (2100 in your case)
