Default bitrate encoder

hey there guys, need help with this. when i decode a .wav file from VirtualDub it comes up the audio file will be 67023ms off the video stream, and so on. it says i need a bitrate encoder to fix this. where can i get one ? any ideas. and how do i use it ? thanks

All it is saying is to extract to PCM and then re-encode back to mp3 using CBR. Any mp3 encoder would be fine, although if you are just converting to say VCD then just use the PCM wav as a source.
