the old hard drive was locked to the xbox motherboard...
when it crapped out and you replaced it, the xbox is trying to 'unlock' the new drive with the wrong 'keys' so in quite a pickle. what happened prior to the drive crappin out and givin error 7?
best thing i can think of is, (if you had a programmer, don't know how you'll do it without) is this.
Flash chip with evox.d.6 bios. this is the only bios that will skip a hard drive check(even a drive with errors) and boot straight from dvd. so if you had an evox boot disk with configmagic on it. you could boot it using the evox.d.6 bios. unlock the old crapped out hdd, then re-flash chip to bios of choice, and plop in new hard drive. (lock if you wish, only usefull if you use live) and you're done.
but like i said this would require the evox.d.6 bios, and without a programmer, you may be sol.
