View NTFS partition from DOS with NTFS Reader for DOS from (freeware), if you want to work on the files you need to pay for full version.

Try booting into recovery console instead

Do This.

- Run Regedit
- Back up the registry
- Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows
- In the right pane, delete the value: "AppInit_DLLs"="msconfd.dll"
- Exit registry editor
- Start virus scan. (You may need to reboot first)
