It basically means what it suggests.

A single layer disc only has one reflective coating that the burner's laser etches the data onto.

In a dual-layer model, there are two of these coatings. The top one is reflective enough to allow the laser to write to it, but it also allows the laser to penetrate to the second layer.

In effect, you get almost double the capacity of a typical, single layer DVD.
