Default no SCSI drivers loaded after W98 reinstall

after reinstalling W98 successfully in dos-mode (renamed windows winold & w98 folder was copied onto C: where i ran setup) my scsi HD works but is in dos mode compatibility file mode system and my two SCSI cd-roms are not recognized in windows & dos. the cd-roms are recognized as scsi devices in the bios utility but not as cd-roms. how & where do i restore all scsi drivers? this is a driver-only problem. all devices work properly.

update: i was able to get both drives recognized in dos--but this did not make it to the config.sys because when i reboot the drives are not showing in windows.

i would greatly apreciate any help.
