Default help with street fighter 3n1

im changing the songs on the 3n1 and im pretty sure I did the songs right. The entire cd is reading 2.86 gigs. as you know 2.86 gigs wont fit on a cd. After I edited the music, I turned the game contents into an iso file then to a bin file. The bin is still reading as 2.86 gb.

Is there a particular compression you have to use to get it under 700mb. Obvioulsy someone has done this before otherwise I wouldnt have the cd.

also there was no dummy file. The dummy file is just their to take up space right? If the game on the cd was 700mb there would be no need for a dummy file right?
