Default MPG compression for VHS to VCD transfer

Hi,

I hope this is the right board to be asking on, but I need to transfer some VHS tapes to VCD format and was wondering what is required for this both in hardware and software. What spec of PC would be required and what graphics card? Any special software needed?
Alternatively does anyone here do this who would be able to do it for me for a fee?

you'll need:

- capture card to capture the video from vhs
- virtualdub software to use the capture card
- tmpgenc to convert your captured videos to vcd formated mpg
- a burning software like nero to burn to vcd
