Default Encoding

When I d/l a few files even though there mpeg's they still needed to be encoded to make a vcd, what is the best proggy for this? I'm using TMPGEnc but that won't seem to do it (mpg cannot be created) and waiting for nero to encode is like waiting for Tony Blaire to admit all is feck-ups, so does anyone know how I can get around this so it can be done fast and swift plz.. :

Are they MPGs or MPEG2s?, you may need to install the right codec for TPMGEnc to recognise the file. Check out [url=***********]VCD Help's Codec page
