Yep, just extract the AC3 as a wave with Virtual Dub, remove the wave header with Be Split, this gives you an AC3 file.

Then "Use HeadAC3e or BeSweet to downmix and encode the AC3 to MP2, then encode your video as per usual and multiplex it with the MP2 stream."

Just d/l it m8 but it only 7.31kb zipped and when I extract it there is nothing in there to use just two read me files and a application file.

Yep, so read the readme and use the application. A program doesn't have to be massive to work.
