xbox live does not ban by ip address.
it bans you based on certain values in your xbox eprom.
live is fine for now aslong as your chip is off.
are you sure your chip was turned off when you updated to xbl 2.0

if you booted the xbox with the chip on and then turned it off, the hacked bios was still in memory. hence=the ban. but as psibob84 stated, it bans a number of different values in your eeprom. the eeprom holds settings such as the hard coded serial number, the mac address, region settings, hdd key, and more. so if you are for sure banned, you can get on with the same box if you swap eeproms from another box that will never go on live.

Is there anyway to edit a eeproms to seem as though they are new. Also do you think there will be some type of hack for live so people with chips can play backups online.

no you can't just hack up an eeprom. and there will NEVER be a group release a bios that will allow backups online. it's a great service and too many people would destroy it with illegal copies, trainers, hacks etc.

it is impossible to just make new values for an eprom and there are a couple of theories as to why.
1) MS keeps a master database on their servers of all eprom values put into xbox's which is cross referenced when you go on live (most secure but would require alot of overhead)
2) The different values in the eprom are linked by complex mathmatics and changing one would destroy the links and produce a invalid eprom (easier to implement but this would be quite insecure)
these are just 2 i can remember`
