How do I apply the rosin flux to the IC legs that I don't want to be soldered but the IC leg that I will attach the wire

No, what I mean is that the solder will be drawn to the legs instead of resting between them. If I ever bridge pins on an IC (higher desity than the ones we are talking about) I just put some flux on them then heat it up with a soldering iron. Sometimes you have to do this to fix boards too, the process is called "re-flowing".

SonicmanPS2: if I understood your question correctly... well it doesn't really matter. Applying flux doesn't require skill, it's more like using liquid paper. I normally use flux with a brush applicator so I just wipe it across the pins I'm soldering to, and if I hit extra ones then it's not a big deal (the pins will most likely have flux on them left behind from the manufacturing process).
