Unhappy computer administrator...

I have windows xp pro. and I am having problems with accessing the
control panel. I do not know what I did to get the prompt: See your
computer administrator to install....". One thing I do remember is that I was
looking through tweak UI and I possibly change a setting. I will provide
further info as responses arrive if I can. Thanks much, whymaster47

SYMPTOMS
When you try to start any of the tools in Control Panel, you may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

CAUSE
IMPORTANT: This article contains information about modifying the registry. Before you modify the registry, make sure to back it up and make sure that you understand how to restore the registry if a problem occurs.

This issue can occur if you are running TweakUI, and you have previously clicked to clear the Show Control Panel check box on the Start Menu Settings tab.

RESOLUTION
WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\Curre ntVersion\ Policies\Explorer - in there you should see in the right hand window NoControlPanel right click it and select delete.

You may have to reboot for this to take affect.
