Question Changing BIOS Settings For IBM Thinkpad T600

Have acquired an IBM Thinkpad T600E and T600X.
When attempting to install a new O/S I have to do it by
logging onto the laptop first and then running the setup.exe
from Explorer - I want to be able to install a new O/S from
cd - ie. the cd-rom being the 1st choice option in startup order.

In the bios the harddrive has been selected as 1st device to boot from
and the cd rom 3rd (after floppy).

Any idea as to how I can reverse the order of startup?

I have tried but had no luck - just keep being greeted with 'beeps'
no matter what I try.
