The 130MB file download, is whats known as a Network installation, everything is self contain into this single file.

If you go online, Windows will exchange information with the update server, so to only update whats needed, and the express version is for patching the most important parts, I guess its designed to allow users with slower connections.

Do not bother with the 30MB express version. It seems to save you time for now but it would be more inconvenient in the future if you need to re-install the SP1. You then will have to connect to the Internet again, let the setup scan your system for what files you need to download & update. Needless to say what if you want to install the SP1 on another machine.

Downloading the full version for installing on multiple computers would take longer time but will work best for you in the future. You can use it to update WinXP to SP1 on any machine without the trouble of connecting to the Net then redownload the stuff, or you can use this full version to make a slipstream XP CD.

I agree with Van on that, or just wait until next month when it's FREE on a cover disc. It will be out 3rd October in the UK on "Windows XP" mag.
