Default Device Driver Not Found

Hello, i have a Compaq Presario 5000 which i thought to have had a virus.. i uninstalled my operating system, for a fresh install.. at the same time my cdrom had not been working for a long time so i replaced it.. the jumpers are set as per instructions.. i cannot install an operating system because the driver for the cdrom does not install because the "DEVICE DRIVER NOT FOUND, ABORTING INSTALLATION"... it orginally had windowsMe, so i tried installin 98se, and the message is basically the same, it tells me there is an error on my configur.sys on line one.
is there any thing i can do? i have tried everything.. and is it possible to re-install an operating system using an external cdrom? is my harddrive bad?

Have you formated the HDD ?.

Also make sure the BIOS is detecting the ROM drive otherwise the system will not find it, default ROM drivers are used in dos mode when installing the operating system, this is why it needs to be detected by the BIOS first.
