Default HELP! 64bit pc will not turn on?

I just purchased a 64bit amd athlon 3000 and ECS mobo. After installing new mobo and cpu I tried to turn on the power. The cpu fan spins about two revolutions and then stops. Then it won't come back on. But if I unplug the power chord for a few min. and plug it back in it repeats the same step again. I took the power supply out and put it in another pc. The pc that i put it in booted up and did not stop or die. I returned the mobo and got a new one still does the same thing. Can anyone give me some input on what my problem at hand is.

[B]You ****ers...everytime I post some **** up...It's like there's nothing but beginners here....Nobody...here knows jack **** about pc's...in my honest opinion....well...a couple maybe.....when I look at the posts...there's usually hundreds of people viewing and maybe just maybe...about average of 4 people constantly know what the hell they're talking about....so once again for the record! **** ya'll..... sorry *** forum!!! ....ANYBODY WHO REALLY NEEDS HELP SEARCH ON THE NET THERE MUCH MORE BETTER FORUMS...WITH PEEPS WHO ACTUALLY GIVE A ****!!!!!!!!!....IF YOU'RE ARE FEELIN ME.....LET GO!!!!!

Check the motherboard manual there may be a protection circuit on the board that won't let the motherboard boot up unless a certain jumper is shorted.
If not then it may be the CPU fan, most new motherboards will not boot if they don't [B]see[/B] a valid fan, this is to protect the cpu from overheating, it may be that your board does not recognise your fan. You have connected it to the correct socket of course??
