Default Freezing prob in win 2000 [; ; win2KPro]

Hey, for some reason recently whenever i try to load something like Internet explorer nothing will happen and I have to wait a while for it to load, and when i have 2 or 3 windows open (things like Internet explorer not progs that take up alot of memory) the comp will freeze for about 30secs when i try to change websites or something, is there any way to fix this?
I am using win 2000 pro with amd athlon 1.3ghz and 256MB ram.

Any help greately apprecieated.
