Unhappy Can't install W ME or W2000 on a Ibm T21

I bought on ebay a Thinkpad T21 without OS. I am trying to install Windows ME or windows 2000 Pro and the DVD drive doesn't pick it up. I look at the bios and it is set up for the removable devices. This is correct?
When I turn the Laptop on it shows missing operating system.
I need your help. Thanks in advance.

You need to check and see if the Bios is set to boot from CD. (not removable devices)

Boot from removable devices is for USB drives etc, so that's not correct.

Once you've changed or checked the setting, make sure you save before you exit the Bios, then with the Windows CD in the drive, reboot and follow the prompts.
