Default deleting deleted files [; ; win98SE]

Are there any programs that can delete files already deleted (both from the hard drive and the recycle bin). I am on a works computer and need to delete these files because some of them are programs I shouldn't have installed.
In all honesty the sys admin hasn't got a clue and wouldnt know how to find these files anyway but my worries lie in external companies who come in and trace your comp for programs that shouldnt be on there.

Any help is appreciated

evidance eliminator should do it.just becarefull what you delete.
