Default Password protect internet explorer on a LAN?

Is there any way I can some how lock Internet Explorer, so if someone tries to use it, it will as for a password. The easier thing to do is lock the screen, but this is not possible as a couple of people use the machine, so it needs to aroung the IE part.

What OS is it? If its win 2000 then there is some hope ....
