Default CDrom drive problem [Homebuild; PII350 128MB; win98]

I have just installed an Old HP 7100 writer into my machine the other drive is a 6X creative DVD drive. The master and slave jumpers are set with the DVD as master and the CD writer as slave. In device manger bother drives some up and in explorer there are two CD drives. The proble is it keep saying E ( the HP writer) is not accessible. Any idea what the problem is, is there some setting I have missed.

First check the ASPI layer and see if it's installed properly, gi here for info
