Default Best value gfx card & TV tuner/capture card

Does the power of the gfx card affect the quality of dvds played on a pc and the picture quality of a tv signal if you have a tv tuner/capturer.

not really going to be using for games (use consoles for gaming) so whats the best gfx card to go for assuming i don't particularly care about high end graphics for pc games

also which is the best tv tuner card to go for as i'd like to be able to watch tv on the the pc as well

was thinking of ati 7500- but some people were saying that ati cards may have issues with availability of drivers- or is this nvidia propaganda?
