Default Problem deleting a file [; ; winXP]

I have a small video file in my recycle bin and whenever i try to get rid of it it says
Cannot delete DC27: it is being used by another person or program
close any programs that might be using this file and try again

Ive closed everything down and rebooted my computer and still no luck. I tried restoring it but it gives me the same message. Is there any way to get rid of this file?

Please let me know

I find that when you get this problem the best way is to reboot your computor & as it starts to boot press F8 to put it in Safe Mode. A screen will come up & you must then put your cursor on the safe mode position and then press enter.

It will then come up with your windows explorer screen.
Just go to the file & delete.

Reboot your computor and it should have gone.

If it is still there then go onto the net to a freeware company or search engine such as google & look for a file download called Dellater.exe

After you have downloaded this file us as instructed.It works.
