Default Web browsing problem

Hi I'm sorry if this is a newbie question but I've been trying to find out how to fix this problem for the last 3 months and I've just happened onto this site. I have a problem when browsing the internet (on both internet explorer v5 and netscape) where every few minutes the browser stops responding and I cannot load any webpages. It stops responding for about a minute or more and then continues working. It does this nonstop every few minutes. But while the internet is not responding if I have a downloading going it continues to download as long as i'm not downloading through the web browser. Other internet applications like kazaa or aim also work during these times. Does anyone know how to fix this problem because it is really frustrating only being able to browse half the time i'm on.
If it helps , i'm using windows 98se with cable modem.

Also i'm not sure its related at all but this problem started happening about 3 months ago when I was trying to network my computers and was trying programs for proxy server and such but i have since uninstalled all those programs.

Any help would be much appreciated. thx

Hi there LuckIrv and welcome to the board,

Without trying to jump to conclusions, NTL, it sounds like a webcache problem used by your ISP, i smell NTL No, being serious, a lot of people on NTL seem to suffer from this problem and it is due to the regional transparent poxy which you are using. If this is the case we can give you alternatives closeby which may help. No point naming them now if it turns out you're in the U.S as they won't be very quick. Can you let us know what ISP you are using and I'll help some more.

HI. Thx for the reply. I am currently using charter communications cable through earthlink I think but I'm not sure that is the problem because I just switched from sbc dsl internet and had the same problem. I also have another computer set up on the same connection and it doesnt have that problem.

Also check your cookies folder, it may need cleaning out...

Try to install IE v.6. It'll solve many problems maybe all. Use Service Pack 1.
