Lightbulb Need a Codec

Yes you can play a SVCD on a CDROM, you need the correct codec so that the player (ie WMP, winamp etc) can decode the MPEG2 file. Some good codec packs can be found at [url=***********.vcdhelp.com/vcdtools]VCD Help.

Power DVD should play an SVCD just fine.. You just select the drive it is in and it will play.. Also if you have power DVD installed then you already have an MPEG2 video codec installed so wmplayer should also be able to play it, although it will probably not get the aspect ratio right.
