Captaiin is bang on if the goverment or the authorities want to know what your surfing they will just contact your ISP, but tracing you is a different matter, chain enough anon proxies together and your making it harder to trace you for a start proxy logs are only kept for a month or not much longer so if it takes them a month to trace the first 3 then your untracebble as the 4th's logs have been deleted (I doubt it would take that long its just an example).
Oh and LMFAO dont pay for anonymizer or any of them there not fully anonymous they block your IP inm the main header info but they forward it in the X forwarded header. In other words web based proxies where you surf through there site are useless.

I don't know much about using proxies in irc. I would guess you could use any proxy as long as you can use the particular port that IRC uses, whatever that is???

If you're interested in encrypted email for instance, check out
Its the web based email where the emails are in encrypted form on the server and are encrypted on your computer.

So if you use hushmail addy to email another hushmail addy, this is totally secure apparently.

Oh and to test your proxy go to under network tools there is a proxy checker if your IP isnt diplayed any where in the details displayed or any reference to your ISP your anonymous. Its also a good idea to do a whois on the proxy server to find out who it belongs to, as some belong to the FBI or goverment agencies, the military etc etc.
