not entirely sure. because you can't easily make copies of carts, when game laws were introduced they contained a proviso that you could legitemetely purchase backups of games you had bught. they never got round to changing the law when the moved to cd's and dvd's as the medium for games. however pc and mac games(as well as linux, unix and all the other os's games) are covered by software law and they are on a computer and not a games console even if that is its only purpose so you can't buy pc or mac backups cause if you want a backup you should put one onto floppies or nowadays, cd cause it is easy
