yes i have tried it as A: but it still didnt work, and no there wasnt any setup file???

if your using win 98 cd then after the dir command in the list you should have win98 <dir> listed and in ME you'll have win9x <dir> listed.
these are directories and you need to type
cd\win98
then type setup
and for win me
cd\win9x
then type setup.

that dont seem to work either it says invailed command i dont really know what the problem is. i will keep trying though thanks

ok ive just tried it on my barebone and it installed successfull.
however i used standard method.nero and bootdisk

btw i had 27 files on a:
it loaded virtual drive as usual
then assigned d: as my cdrom changed dir to d:
the setup files are there
you could be missing the cdrom drivers hence only 19 files

go to add & remove programs in control panel and click on the top right tab named startup disk to make a startup disk.
