There are a couple of options. 1 is to make the dvd's use vcd format and place them on the DVD. The other is to use relatively low bitrates when you re-encode, but that will probably make it look unwatchable I would imagine.

It's quite easy to do, and the quality is much better than VCD (depending on the source). just encode the film at a lower bitrate than normal and a lower resolution, it's not retail DVD quality, but it's definately not 'unwatchable'. I always put 2 or 3 films on 1 DVD (DVD encoded, not VCD encoded). I usually buy films on these forums on VCD or SVCD so there's no point in encoding at full quality anyway because the finished product cannot be better than the source.

The other option I forgot about is encoding the files at mpeg2 with VCD resolution. That should be fairly easy with rempeg2 since its default I believ is vcd resolution.

Your best bet for multifilms (2/3 movies per disc) is 352x576, mpeg2, bitrate 0-n-8000, with n between 1,5/2,5 mbps.
