You should be able to shut down everything apart from Explorer and Systray, leave them alone or the system will crash, hope this helps.

Control-Alt-Delete to bring up the task manager, and shut down the non-essential task.

Or

Run MSCONFIG and stop the unneeded tasks from running at startup.


Either way I don't think the problem will completely go away. You're experiencing network lag and it has little to do with the performance of your computer. I have the same occasional problem with Battlefield and so does everyone else who plays that game.
