Default TMPGEnc 2.59 .47.155 Problem

Towards the end of the wizard process when encoding a VCD it wont allow me to adjust the MAKE FILE SIZE / % DISC CAPACITY.
I have only just upgraded to this from V2.58. which i have used without this problem.
Also the MPEG2/SVCD trial has ended, would this affect it??

VCD's have a constant bitrate for both audio and video. Therefor I can't see how you would adjust the file size. It is always 10MB/min.
