Default keep your bandwidth at the max

Are there any proggies out there that will keep your bandwidth stable instead of it going up & down and just keep it at it's max or there abouts ?

what do u mean keep the bandwidth at the maximum?
the modem/network- cards use the maximum possible bandwidth.
I am not sure i got ur question

don't understand either, if you're downloading/uploading to/from a site/source(s) that have enough collective bandwidth to max out your connection then you will download/upload at your maximum rate, however if the site/sources have less bandwidth available than you then you will not be able to download/upload at maximum speed.

Couldnt agree more beardedwonder.
if u have a broadband connection and u r connected/downloading from a 56K modem then u will get a maximum of 56K, well actually lot less than that, since the other end will have a trafic of itself.

What it is i've got a 2mb connection and when I d/l from a server I get 250 kb/s but the it will keep going up and down to 180 kbs 70 kbs back up to 190 kb/s 230kb/s even when I am the only connected to the sever. So what I mean is is it possible to change some setting so maybe I can get 230 kb/s at a steady level. Someone somewhere else mention a proggy called 'DRTCP021'

Is your connection DSL/cable or a leased line or something else? Most retail connections (DSL/cable) are shared between users (usually between 20 and 50). Then you have to contend for the line, so if lots of people want to use the line at the same time you get less than your connection is capable of.

ISPs do this as (generally) all users won't want to use the connection at the same time. In the same way that airlines oversell seats on planes because on average between 5 and 10 people don't turn up. This way thay make more money.
