Those VTS files need the .VOB extension, and it appears you are missing some files as well.
You can load the IFO's into Power DVD and see what is or is not working before you go to the trouble of trying to fix it. If just the movie works then...

I suggest you load just the VTS_01_1.VOB thru VTS_01_4.VOB files with IFOEdit (put them in a folder by themselves) and press create IFO's to make a working movie only disc. IFOEdit will create the IFO and BUP files you need to make the movie DVD compliant.
