Look at this I am not for sure if the capacitor has the same value but its worth a shot if it doesnt work try reversing it.

If that doesnt work you might be out of luck

Capacitor is 47nf
try a 100V cap


IT also might be a combination of your soldering and the missing capacitor also you might want to try uninstalling the chip and see if it works then you also might be able to sell the chip because its probably fine
