Question help with convertin this


 
ive downloaded a film which is 23 fps im havin problems convertin it to dvd format, jut wonderin wots the best way to convert it, ie to ntsc 29 fps then author it or do i have to keep it at 23 fps.
any help would be great.

For DVD it must be 29.976fps.

If by 23, you actually mean 23.976fps, then encode it at that framerate and then do a 3:2 pulldown on it. Most NTSC DVD's (movies anyway) are done this way due to the 24fps film source. At least this is what I am led to believe (not many NTSC titles around here).
