I had the same problem and finally it I could solve...
the emulator surreal64 when it is run for the first time
create in folder E:\UDATA one folder in where keeps
the configuration from the emulator (no remember the name of this folder),
but within one of folder that they are in this path it finds the file
surreal.ini and this the one is the file that really uses for later executions,
this is the file in which you must specify the path of your roms,
if you already executed it for the first time is in this file where you must
make the changes. Another way that I work myself, was to erase folder in
path E:\UDATA (also E:\TDATA exists verifies in fact where is savegame correct)
in where is the file surreal.ini,
(it is necessary to look for in all folders in this path)
and specifies in surreal.ini in the original location of the emulator the path of roms,
when the emulator beginning it for the first time, creates savegame in E:\UDATA
(or E:\TDATA, it is question to verify it), within this savegame (or folder)
it records surreal.ini again and he is this the one that really used in
following executions (aaaah does not forget to you to reinitiate the XBOX)

E:\UDATA
|
?????? <---------- (delete this folder, no rememeber the name)
|
File1
File2
etc.
surreal.ini <------ (or specifies path of roms in this file)

note: excuse my English, but it is not my native language

ok the address for your roms should be
Rom Path=F:/Apps/Emulators/n64 emulator/Roms/

the media path should be
Media Path=F:/Apps/Emulators/n64 emulator/Media/

also configure the ultra ini file and change the save settings as well it should look like this

/// --------------------------------------------
// ------------------------ Rom Images --------------------------
// --------------------------------------------
// Change this path to where you have your ROM images
// For Example:
// If your Ultrahle Directory is c:\ultrahle
// Make a directory called "roms" ie c:\ultrahle\roms
// Type "roms" below and this is where you should put your roms into.
// eg.
// rompath=roms
//
rompath=F:/Apps/Emulators/n64 emulator/Roms/
// --------------------------------------------
// ----------------------- Save States --------------------------
// --------------------------------------------
// Change this path to where you want to store save games (save/load state)
// For Example:
// If your Ultrahle Directory is c:\ultrahle
// Make a directory called "save" ie c:\ultrahle\save
// Type "save" below and this is where you save states will be or
// where you should move them.
// eg.
// savepath=save
//
savepath=F:/Apps/Emulators/n64 emulator/Roms/SAVE/

and thats it hopefully this will solve all your problems if not msn me and ill try and help you out

ps be sure to remove the slashs at the beginning of the code as this stops it being read
