When you have MSconfig open, take note of one of the names of a thing you have disabled, then do a search in registry, eventually you will get to the spot where they are. Then delete all the entries you have unticked in Msconfig, then run MSconfig again, and you will see they are gone.

In Win98 any startup options you disable with MSCONFIG are moved from the RUN or RUNSERVICES key in the registry to the RUN- or RUNSERVICES- keys. (note the dashes) Delete the entire RUN- or RUNSERVICES- branches to clear them from MSCONFIG.

HKLM\Software\Microsoft\Windows\CurrentVersion\RUN SERVICES-

If the application was launched via a shortcut in the Startup group on the StartMenu then those shortcuts are moved to the "Disabled Startup Items" group on the Startmenu. Delete that entire group.

Default MSConfig t Startup win98

This could be a display adapter problem. Start windows in emergency mode safe mode in the US, remove the display adapter from device manager and restart normally. It should start up using standard VGA drivers and offer to install the display adapter that plug and play finds.
