How to prevent unwanted surf sites?

RESPECTED GUIDE MEMBERS,
I NEED YOUR GUIDANCE IN PREVENTING THE OPENING OF THE DESIRED SITES.FOR EXAMPLE IF I HAVE BLOCKED A SITE NAMED natarajai.com THEN OTHERS SHOUL NOT BE ABLE TO VIEW IT.MY SYSTEM RUNS IN WIN98.IS IT POSSIBLE TO BLOCK THE DESIRED AND UNWANTED SITES?
