Default ram cooling or hdd cooling or both?

whenever the pc slows down like its responds time i'm thinking it got to do with either the hdd drive getting too hot or the ram running too long.

so i bought a hdd cooler today, i'll see if that fix the problem if not i'd get ram cooler too. anyways i'm here to check first to see if it can be both the problem.
