I've heard its October 2000 but I'm not really sure,
I had one from August 99 and worked fine and recently
bought another used DC from June 2000 and it also works
fine, its even quieter than my original DC.

Concerning the new format for the non-MIL CD Dreamcasts
I think it has something to do with burning the CD format as Data/Audio whereas the MIL CD Dreamcasts will boot up with Audio/Data format, I haven't tried that myself but I think I read it somewhere.
