Default computer doesnt start right

my computer wont load up right, you get the beep to say its fine then as it loads up the screen has red bars down it, it gets to the screen where it says about loading in safe mode, if i try and load normal i just get a black screen, in safe mode i get writing thats messed up and has the red bars, iv went into the bios and its the same there, iv tried taking the graphics card out and putting it back in but nothing changed, im running win xp with a radion 4850, just wondering if it could be the graphics card thats had its day?
