Unhappy my vcd doesn't work!?

I downloaded Resident Evil, and extracted the files. It gave me .bin and .cue files, so I burned them with cdrwin. I put the vcd into the player, but it won't play. What did I do wrong?

Well steps 1 to 3 seem fine but,

what is the player - standalone or PC
does the vcd work in a PC if the above is standalone.
does the folder structure of the cd look normal in windows.
do other vcd's player in the player.
try converting from bin/cue to mpeg with vcdgear and burning with nero.

this is the first vcd that i have made. i tried it on a panasonic dvd player that says it plays vcd's. i dont know what u mean by structure, but when i look at the contents of it in my pc there are four folders. i cant remember what they are. i think two are vcd, and mpeg. where do i get vcdgear from?

oh and i also tried extracting the movie with cdmage, but it didnt work.
