Ok,

Load the cd into a cdrom or dvdrom on your PC. In windows explorer go to that drive. You should see an mpegav folder with a .dat file in it. If you're using a cdrom open the file using WMP. If you're using a dvd with appropriate software play with that software.

Now, does it play. If yes then your dvd player is not compatible with a cdr vcd so exchange the player.

If the file does not play then you've encoded it wrong.

That pretty much sums it up.

If the dat does not play try using vcdgear and convert the bin/cue file to mpeg and play in WMP.
