Default tool needed for splitting mpeg file

i want to create a vcd

i know i can use tmpeg to split an mpeg file but
is there an mpeg splitter i can use
that works the same way as avi-chop

may I ask why you don't want to use TMPGEnc?, it's fast , reliable & easy to use. The usual problem/trap peeps find is they don't select 'MPEG-1 VideoCD' as the type when cutting the MPG. If you leave the setting on MPEG-1 system you'll get MPGs that are not VCD complient & so won't play when you burn them.

the reason i ask, is that sometimes when using tmpeg the audio is off synce
another question
does the quality degrade when you use tmpeg for mpeg splitting ??

I haven't noticed any quality degredation after using TMPGEnc to cut MPGs. Also I haven't seen an mpg with 'good' audio going out of sync because of cutting although tmpgenc producing mpgs from avi/rips with out of sync audio is reasonable common.
